Certified Compliance Inspector of Stormwater (CCIS™)


The 6-hour CCIS™ online certification class educates and certifies municipal inspectors and jobsite stormwater managers to properly implement, inspect, and maintain a construction site for stormwater compliance.

This training covers the physical techniques as well as the proper reporting and documentation requirements for ensuring compliance under the NPDES Construction General Permit.

This certificate is approved by the United States Green Building Council (USGBC).


Outcomes:


This CCIS certification class will provide the student with a fundamental knowledge of all aspects of erosion and sediment control so the CCIS certified person can:
  • Inspect the entire site and determine possible causes of BMP ineffectiveness and how to correct them;
  • Describe and understand proper installation and maintenance of best management practices;
  • Communicate the complete information on an inspection report of not only what the noncompliance is but also when and how it was resolved;
  • Make proper and informed decisions when reviewing a SWPPP at the site for compliance;
  • Understand the teamwork and communication necessary between owner, operators, contractors and SWPPP designer so the site stays in compliance throughout the construction project.


Assessment:


The classes are broken up into course modules. After the student completes a course module they are given an exam. If they do not pass the exam with 75% or greater, they must repeat the module and a new exam is given. Students may repeat the modules and exams as often as needed.

Module 1

Federal Construction General Permit

This online course module covers the history of the Clean Water Act and NPDES Program; what is covered under the Construction General Permit; who should obtain the Construction General Permit; how to obtain coverage under the Construction General Permit; the Storm Water Pollution Prevention Plan (SWPPP); site inspections; termination of the permit coverage; and standard permit conditions. Module 2

Basics of Erosion and Sediment Control

This online course module covers erosion and how it occurs; impacts of erosion on the environment and the economy; the erosion and sedimentation process; the factors that effect erosion; and the ten basic principles of erosion and sediment control. Module 3

Erosion Control

Erosion Control

This computer based course module covers information on vegetation establishment; topsoil and fertilizers; mulch and compost; rolled erosion control devices; and surface roughening.Module 4

Sediment Control

This computer based course module covers proper installation and placement of silt fence; check dams; wattles; inlet protection; pond types; outlet structures; flocculants; dewatering; and turbidity barriers. Module 5

Pollution Prevention

This web-based course module covers good housekeeping, management of solid waste, sanitary waste, and hazardous waste; concrete washout; dust control; and construction exits.Module 6

How to Inspect a Construction Site

This web-based course module covers inspection rules and protocol; reviewing the SWPPP for compliance; forms in the SWPPP; updating the SWPPP; site inspections of best management practices (BMPs): proper installation and maintenance of devices; and documentation of inspections.
